A Gyöngyösi Kistérségben végzett felmérés tapasztalatai azt mutatták, hogy élénkült a kistérség földpiaca. A földbérleti díjak és árak egyaránt emelkedő tendenciát mutattak, szélsőséges ingadozások mellett. A vizsgált időszakban ér-tékesítettek termőföldet hektáronként 80 ezer forintért és 4,5 millió forintért is. Egyszerre van jelen a földtől való mindenáron való szabadulás és a vétel szándé-ka. A jövőre nézve a földár és a haszonbérleti díj növekedése várható, de ez az EU átlag alatt alakul hosszabb távon is. A föld birtoklása – helyzetétől függően – a jövőben kimagasló hozamot biztosíthat, és várhatóan meghaladja a lekötött bankbetétek hozamát, sőt esetenként extraprofit is elérhető. A felmérés tapasztalatai azt mutatják, hogy a magyarországi földpiacon1 ki-várás tapasztalható. Kereslet elsősorban az egyes megyék kiváló és jó minőségű, kedvező fekvésű területei, illetve a nagyobb kiterjedésű, egybefüggő szántók és erdők iránt van. A gyengébb minőségű, kedvezőtlen fekvésű, nehezen megköze-líthető területeken, a zsáktelepülések és az elöregedő falvak környékén túlkínálat jellemző. Nehezen értékesíthetők a beékelődő, szórtan elhelyezkedő, kis méretű, illetve a rendezetlen tulajdonviszonyú (osztatlan közös tulajdonú) területek. Az elmúlt években ugyan emelkedtek a hazai földárak, de az uniós csatlakozástól várt jelentős árnövekedés és földpiaci forgalomélénkülés elmaradt, sőt, a bérleti díjakban sem hozott átütő fordulatot. A közelmúltban erősödött a magyarországi földpiac megmozdulását várók tábora, a 2011 májusában lejáró derogáció miatt. A szakemberek optimisták, mert a lejáró derogációval kiszélesedhet a vásárlói kör. A Panel Data Analysis of the Determinants of Farmland Price: An Application to the Effects of the 1992 Cap Reform in Belgium AgEcon

This study identifies the effects of the 1992 and subsequent CAP reforms on arable farmland price in Belgium. We first propose a brief literature review of studies identifying the determinants of farmland price. Afterwards, we use a panel data set to estimate a capitalization model of farmland price. We first show that the compensatory payments introduce by the 1992 CAP reform exert a positive effect on the arable farmland price in Belgium. We also identify a structural break in the land price equation after the adoption of the new support instruments as well as a regional break between Wallonia and Flanders.

A termőföld kérdése a „rendszerváltástól” kezdődően új megvilágításba került. Az azt megelőző évtizedekben hazánkban uralkodó marxi munkaérték-elmélet alapján a termőföldnek, mint a mezőgazdaság legfőbb termelési tényezőjének – mivel az nem a munka eredményeként keletkezett – hivatalosan nem volt értéke. The aim of this study is to identify the driving forces that shape agricultural land structures, land market and land leasing in the Former Yugoslav Republic of Macedonia (FYROM). Institutional developments and land reforms have so far been modest in the FYROM, and have not contributed to significant changes in agricultural ownership, operational structures, or land market and land leasing arrangements. Land ownership and land use are bimodal, consisting of several small-scale family farms and a few large-scale agricultural enterprises. The scattering of nature areas in the Netherlands and the increased demand for nature lead to a governmental project in 1990 to complete a network of nature favouring areas, the ecological main structure, in 2018. The financial and economic costs and benefits of this project were analysed. Targets for purchasing of agricultural land and conversion into nature were adjusted several times as the land price doubled between 1995 and 2000. The purchasing rate still has to double, which will probably drive up the land price even further. The alternative is long-term contracts with farmers or private landowners for nature conservation.

CREDIT MARKET IMPERFECTIONS AND THE DISTRIBUTION OF POLICY RENTS: THE COMMON AGRICULTURAL POLICY IN THE NEW EU MEMBER STATES AgEcon

This article analyses how credit market imperfections affect the impacts of subsidies by analyzing the effects of agricultural subsidies in the new Eastern Member States of the European Union with a partial equilibrium model which integrates credit and land market imperfections. We show that credit constraints have important implications for the distribution of policy rents. Credit market imperfections may induce very different effects of direct payments and lump-sum transfers.

Decoupled Programs, Payment Incidence, and Factor Markets: Evidence from Market Experiments AgEcon

We use laboratory market experiments to assess the impact of asymmetric knowledge of a per-unit subsidy and the effect of a decoupled annual income subsidy on factor market outcomes. Results indicate that when the subsidy is tied to the factor as a per-unit subsidy, regardless of full or asymmetric knowledge for market participants, subsidized factor buyers distribute nearly 22 percent of the subsidy to factor sellers. When the subsidy is fully decoupled from the factor, as is the case with the annual payment, payment incidence is mitigated and prices are not statistically different from the no-policy treatment.

Farm Size and Land Use Changes in Vietnam Following Land Reforms AgEcon

Over the last decade the Vietnamese government has instigated land reforms that recognise the household as the basic unit of production and allocate land use rights to households. Under the 1993 Land Law these rights can be transferred, exchanged, leased, inherited, and mortgaged. This Land Law provided the foundation for the development of a market for land use rights. During 2001, 400 farm households were surveyed in four provinces in Vietnam. Along with production and consumption data, evidence was sought of land accumulation and consolidation, land use changes, and attitudes to land reform issues. Institutions and properties of the transaction: influences on land rental contract design in Poland AgEcon

The article analyses influences on the design of land rental contracts in Poland. Attention is paid to the effect of both the properties of the transaction as identified in Transaction Cost Economics (asset-specificity, uncertainty, frequency) and the features of the institutional environment (legal as well as customary rules) as studied by the Economics of Property Rights. The conclusion is that institutional influences have a very strong effect and should not be disregarded in the explanation of contract choice.

In German agriculture structural change is mainly a result of the outmigration of smaller farms from the sector. The decisions of these farmers to leave or stay in the sector, are not based solely on financial data and market expectations. Since 1991, Moldova has carried out a wide range of radical reforms affecting its social and economic system. The land reform, which was practically completed in 2000, created over 1 million landowners among the rural population. Many of them entrusted their land to managers of newly created corporate farms. Land Market With Fragmented Landownership Rights in Bulgaria: An Institutional Approach AgEcon

The land restitution in Bulgaria led to a severe fragmentation in land ownership. This has an impact on the agricultural development and land market. The article investigates the land transactions on the sale and rentals markets. In order to explain the processes three new institutional economic theories will be employed: property rights theory, transaction costs theory and agricultural contract theory. First, the article reviews the appropriateness of each theory, and second, results of conducted survey in two regions of Bulgaria with different degrees of land fragmentation. Russia has experienced dramatic changes in land ownership and tenure since 1991: agricultural land has been largely privatized, individual landowners now have legal rights to most agricultural land in the country, and prohibitions on buying and selling of land have been recently removed. Hazánkban az 50 hektár feletti gazdasági szervezetek átlagosan hasznosított me¬zőgazdasági területe 650 ha, ami közel hatszorosa az 50 ha feletti egyéni gazdaságok átlagos területének (114 ha), míg a 650 gazdaságban ez a különbség hússzorosra nö¬vekszik, melyek összesen 1,4 millió hektáron 2,1 ezer ha átlagos területet művelnek. Literature has shown that deregulation has had a positive impact in the performance of the industry, improving its efficiency and effectiveness. Regional asymmetries in farm size AgEcon

This paper explores how the initial farm size structure affects the exit decision of farms inducing free land capacities, and the allocation of the newly available land resources to the remaining farms in a particular region. We model an agricultural market where large and small firms first decide whether to leave the market or not; in case of continuing in production the farms compete for getting access to additional land resources in a Vickrey auction. We find that larger farms allocate more additional quantity than small farms; the latter are more likely to leave the market. An empirical illustration gives further support and reveals the relation between farm size structure, farm exits and growth of the large.
